Job Description

Definition of Responsibility

Under general supervision of the County Attorney, Deputy County Attorney, Assistant County Attorney, Office Manager or designee(s), serves as technical lead in the review of appraisals to ascertain equitable property prices and values for the purpose of the acquisition and disposal of real property; and does related work as required.

Examples of Essential Duties

  • Leads and instructs staff performing appraisal work to ascertain equitable property prices and values for properties under consideration for acquisition or disposal by the County.
  • Signs off on the work of the staff as they progress towards certification.
  • Reviews complex appraisals and prepares complex appraisals in connection with Federal, State, and County projects for accuracy, standards, format, values and procedures.
  • Makes recommendations of just compensation for acquisition and disposal of real property.
  • Analyzes engineering information and inspects properties to estimate the number of appraisals, necessary costs and land values.
  • Testifies in court or on boards regarding real estate values or other appraisal matters.
  • Attends meetings to explain the appraised basis for accepted appraisals.
  • Prepares appraisal reports for the County Council and Office of Law.

Qualifications

Training and Experience: Graduation from an accredited college or university with a bachelor’s degree in real estate, property law, business or public administration, or a closely related field

plus

four years of experience in real property appraisal.

(Education beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience up to a maximum of two years. Experience may be substituted for the required education on a year-for-year basis up to a maximum of four years.)

Knowledge, Skills, and Abilities (Entry Level)

Comprehensive knowledge of appraisal practices and techniques. Comprehensive knowledge of property values and real estate trends. Comprehensive knowledge of the principles of eminent domain and partial acquisitions. Comprehensive knowledge of land use planning and zoning. Comprehensive knowledge of contract and real estate laws.

Skill in preparing appraisal reports and maintaining records. Skill in interpreting construction plans and to communicate effectively both verbally and in written form. Ability to establish and maintain effective working relationships with others. Ability to lead and instruct others.

Knowledge, Skills, and Abilities (Full Performance)

Knowledge of County and departmental rules, regulations, policies and procedures.

Thorough knowledge of County land use planning and zoning objectives and requirements.

Skill in leading and instructing others.

Licenses and Certificates

Certification as a Certified General Real Estate Appraiser by the State of Maryland Commission of Real Estate Appraisers and Home Inspectors is required at the time of of a valid driver’s license equivalent to a non-commercial, class C Maryland driver’s license is required at the time of licenses and certifications must be maintained throughout employment.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
