Sr. Certified Property Appraiser
Job Summary
The Sr. Certified Property Appraiser performs technical duties related to the appraisal of improved and unimproved rural, farm, residential, and commercial properties, manufactured homes, and personal property to determine market value for ad valorem tax purposes. This position is required to conduct field inspection of property and/or structures and may be exposed to adverse weather conditions. This role requires the incumbent to be detail oriented, sensitive to mandated deadlines, and effectively communicate with the public, including in potentially adversarial situations. The Sr. Certified Property Appraiser reports to the Certified Property Appraiser Supervisor and may provide guidance to Certified Property Appraiser and Trainee positions.
Key Responsibilities
Property Appraisals and Valuation:
- Conducts detailed appraisal and reappraisal of various property types utilizing methods such as cost, income, sales comparison, considering market conditions and property characteristics to determine fair market value
- Identifies taxable personal property to ensure items such as office furniture, removable fixtures, machinery, equipment, unlicensed vehicles, and other eligible property are properly assessed and entered onto County personal property rolls
- Applies State Tax Commission depreciation schedules to determine value of personal property.
Data Collection And Analysis
- Interviews persons familiar with property, collects income and expense information, takes measurements, and makes sketches of the same
- Develops and provides statistical analysis and ratio studies of market data, property characteristics, and relevant economic trends to support valuation conclusions
- Compiles data according to accepted appraisal practices to determine fair market value.
Report Preparation And Presentation
- Prepares and presents comprehensive appraisal reports that clearly document the valuation process, assumptions, and conclusions
- Ensures organized and appropriate report structure and format, and objective and unbiased presentation.
Property Inspections
- Conducts thorough inspections of properties to assess the type and quality of construction, condition, and functional design
- Prepares diagrams and gathers property information including measurements and photographs.
Compliance And Record Keeping
- Ensures compliance with all applicable regulations, standards, and best practices in the appraisal industry
- Monitors status of business to maintain accurate personal property files and records
- Maintains current files and records of property sales within County to monitor trends of impending changes in market values.
Communication
- Communicates effectively with property owners, stakeholders, and the public regarding property valuations and assessments
- Researches building permit records, sales, leases, and plat maps and contacts owner to arrange appraisals
- Responds, researches, and resolves public inquiries, requests for information, and complaints in a courteous and timely manner
- Presents testimony to Board of Equalization, appeals hearings, and related review proceedings.
Other Duties
- Trains, supervises, and reviews work of Certified Property Appraisers and Trainees
- Travels through designated areas being alert to new construction and land development
- Remains current on required certification by attending courses, workshops, and training seminars
- Performs all work duties and activities in accordance with County policies, procedures, and safety practices
- Performs all other duties as assigned.

- Conveys information clearly and effectively through both verbal and written communication
- Conducts visual inspections, observations, and documentation of property characteristics to ensure accurate and equitable appraisals
- Makes sound and reasonable decisions following laws, ordinances, regulations, and established procedures
- Interprets cost manuals used in appraisal of personal and real property
- Works under varying and extreme weather conditions
- Addresses citizen inquiries promptly and courteously
- Efficiently and accurately performs multiple tasks while meeting time-sensitive deadlines under pressure
Special Qualifications
- Idaho property appraisal certification
- Complete Appraisal Courses 1 and 2 and two additional courses approved by International Association of Assessing Officers (IAAO)
- Valid Idaho driver’s license
- Must successfully complete a background investigation.
Education And Experience
- High school diploma or GED equivalency required; and
- Bachelor’s degree is strongly preferred; or
- Four (4) years’ experience in property appraisal; or
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Essential Physical Abilities

- Sufficient clarity of hearing with or without reasonable accommodation to enable the employee to hear average or normal conversations and receive ordinary information
- Visual acuity, with or without an accommodation, to read instructions, review and organize documents
- Requires sufficient personal mobility and physical reflexes, which permits the employee to conduct field inspections, often driving or walking through rural or unimproved property, and work in an office environment.
