Job Description

Position Summary

Under the supervision of the Appraisal and Reassessment Director, the Real Property Appraiser conducts intermediate-level technical work in appraising real property for assessment purposes within Spartanburg County.

Essential Duties

  • Measure and assess 20-25 new construction simple houses per day, ensuring accuracy and precision; Add 75 new construction simple houses to Assesspro per week, maintaining a consistent workflow and meeting deadlines.
  • Conduct measurements for 20-25 mobile homes daily, adhering to industry standards and guidelines; Input data for 75 mobile homes into Assesspro on a weekly basis, ensuring completeness and accuracy of information.
  • Measure simple commercial structures to Assesspro as required, demonstrating versatility and adaptability in assessment tasks.
  • Perform field checks, measurements, and data collection for 40-50 permits daily, ensuring compliance with regulations and standards; Process 150 permits in Assesspro per week, maintaining meticulous records and documentation.
  • Appraise, assess, and reassess real property for tax purposes, employing thorough analytical skills and knowledge of valuation methods.
  • Conduct field investigations to gather necessary data, ensuring comprehensive assessment and accurate documentation.
  • Assist citizens with real property appraisal and tax inquiries, providing courteous and informative assistance to address their concerns.
  • Appear before Local and State Boards of Appeals to provide testimony, demonstrating expertise and professionalism in defending assessment decisions.
  • Collaborate with taxpayers, realtors, attorneys, bankers, surveyors, and other stakeholders to facilitate property assessment processes and resolve issues.
  • Maintain records and reports to meet departmental requirements, ensuring accuracy and completeness of documentation.
  • Handle mathematical calculations, including statistical inference, with precision and attention to detail.
  • Process various documents, such as deeds, appeal forms, and appraisal reports, accurately and efficiently.
  • Work in diverse weather conditions, including dust, heat, cold, and wetness, while adhering to safety protocols and maintaining productivity.
  • Perform related tasks as required, demonstrating flexibility and willingness to contribute to team objectives.

Knowledge, Skills, and Abilities

  • Maintain assigned districts by working/processing all related work: appraising real property, new construction, additions, agricultural applications, appeals, deed validation, ATI's, splits, rollbacks, presenting to BOAA, etc.
  • Begin learning to perform office duties by assisting taxpayers by telephone and in person.
  • Exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
  • Physically able to operate various machinery and office equipment, such as automobiles, calculators, fax machines, computers, copiers, telephones, printers, etc.
  • Ability to speak and/or signal people to exchange information.
  • Ability to read and prepare various records and documents.
  • Proficiency in using and interpreting real estate and appraisal terminology.

Education and Experience

  • A degree from an accredited community college, supplemented by coursework in real estate appraisal methods and techniques.
  • Experience in the appraisal of real property.
  • Preferably, possession of a South Carolina Real Estate Appraiser license or Appraiser Apprentice permit.
  • Obtain Certified Residential Mass Appraiser certification from SCLLR by completing 200 hours of Qualified Education, 1500 hours of appraisal experience, and pass the Certified Residential Exam.

License, Certifications, and Other Requirements

  • Complete required DOR education annually.
  • Complete required continuing education biennially.
  • Complete USPAP biennially.
  • All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
  • Possession of a valid state driver's license.
