DEPARTMENT: Assessor Office
REPORTS TO: County Assessor
JOB SUMMARY: Performs physical inspections on all real property, including residential and agricultural improvements, throughout the County. Assist the Assessor with sales, statistical analysis to determine sales trends with and for the CAMA
(computer-assisted mass appraisal) system. Calculate fair market value of each property. Reviews appraisals with the property owner upon request.
Defends appraisals at the County Board of Equalization and the State Boards of Tax Appeals.
SCOPE OF
RESPONSIBILITIES: Work is performed independently under the general guidance of the elected official and Chief Appraiser to schedule properties within the annual revaluation plan. Determine market grade and depreciation of residential improvements and land. Calculate final values of improvements.
ESSENTIAL FUNCTIONS:
- Physical inspections
- Knowledge and application of appraisal methods. (Market, Cost, and Income approach )
- Preparation of market cost trends
- Conducting of local market studies of depreciation affecting the market value
- Knowledge of sales and depreciation modeling
- Must maintain strict confidentiality of financial disclosers
- Providing customer service
- Prepares comprehensive appraisal reports
ADDITIONAL DUTIES AND RESPONSIBILITIES: (Include but not limited to)
- All other duties as assigned by Elected Official
- Interprets legal property descriptions
- Maintains and updates office procedure manuals
- Use Engineer’s ruler, land measure compass, scale ruler, protractor
- Assists with Sales Analysis and Building Permits
- Comprehends land parcels, subdivisions, and tax districts
- Knowledge of zoning and effects on land values
- Calculation of fair market value of each property
- Inspection of destroyed properties to determine the amount of loss.
- Explanation of valuation methods and procedures and how the particular value was calculated
- Informs taxpayers of their courses of action if they remain unsatisfied with the explanation
- Collects and compiles sales information from local property sales to assemble cost schedules to be used in comparative market analysis and to evaluate property in the surrounding area
- Taking of photographs of property and buildings
- Measuring existing structures
- Updating records, maps, and files using information gathered during field inspection activities to assure the accuracy of future inspections
- Assists in setting farm values for the Open Space Program
- analyzing trends in sales prices, construction costs, and rents, in order to assess property values and/or determine the accuracy of assessments
ABILITY TO:
- Perform all tasks under strict time and efficiency requirements
- Understand and carry out oral and/or written instructions
- Perform duties with responsibility and accuracy
- Meet and deal with the public in a pleasant and courteous manner, even during stressful situations
- Read, write, speak, and comprehend the English Language and practice grammatical construction in both speaking and writing
- Lift 25+ pounds
- Stand and/or sit for extended periods of time, reach, bend, stoop, squat, twist, pull, and finger dexterity
- Learn specialized, complex computer systems and programs
- Collect, compile and analyze information and data
- Perform procedures, techniques, and methods
- Attend training seminars related to assessment
EDUCATION AND EXPERIENCE:
- Requires a minimum of three years of prior experience in an office setting dealing with confidential matters and working under deadlines
- Preferred – at least three years of experience as a residential appraiser
- Graduation from a standard high school or its equivalent
- Appraiser accreditation license preferred, or must complete within eighteen (18) months of hire
- Must have a valid driver’s license
