Real Property Appraiser
Salary Grade: 63, Salary of $39,628.000
The position will remain open until filled.
Performs technical and professional duties in the appraisal of land, residential and commercial construction and improvements for tax assessment purposes.
An employee in this class is responsible for performing the appraisal and/or reappraisal of real estate and related property for tax purposes. The employee appraises new construction, additions and renovations and establishes values. Work involves heavy public contact and may involve controversial and appealable decisions. Work requires considerable judgement and tact in dealing with the public; mathematical analysis and information technology skills; and specialized training. Duties subject the employee to inside and outside environments and hazards associated with site and measuring tasks on construction projects. Work is performed under regular supervision and is reviewed through conferences, review of work, records and documents, and feedback from citizens.
Performs appraisals for new valuations and revaluations; obtains building permits to identify land, residences and commercial structures which need to be appraised; obtains current map of property; goes to location and reviews and obtains measurements for appraisal purposes; performs drawings or calculations; takes digital pictures; assigns grades to quality of work; generates building sketches and completes property record appraisal data into computer system; uses GIS and other computer systems to assist with appraisal activities.
Generates values on properties for the County including commercial, industrial, and residential properties; calculates new effective ages for renovation, additions or remodeling.
Communicates with property owners during and after the appraisal processes; answers questions from citizens about appraisal issues in the field and in the office; testifies before Board of Equalization and Review; schedules site visits and reviews as requested.
Audits Present Use Value program for agriculture, forestry, and horticultural businesses; verifies income from farm use; reviews forestry plans.
Keeps current with property values, real estate information, and other data relating to the duties; assists fee appraisers find comparable sales in the county.
Provides information to support staff for entry of information into the computer. Prepares rollbacks of property no longer qualifying for Present Use Value program.
Compiles various data; conducts sampling and statistical projections of property values and for other special projects.
Assists and backs up the Land Records Clerk and other staff Performs related duties as required.
