The Department of Budget and Fiscal Services (BFS), Real Property Assessment Division, is looking for two (2) motivated and math-savvy trainees excited to learn how mass appraisal is used for valuing real property. Concepts likes fair market value, mass valuation and systematic methods might sound big, but we'll teach you exactly what they mean and how they are used. By the end of your training, you will be ready to take (and pass!) the State of Hawaii Certified Residential (CRA) and General Appraiser (CGA) Exam, opening the door to appraising a wide range of real property throughout the City!

What You Will Do

  • Learn, through classroom instruction and hands-on-training, the principles, theories, and techniques behind real property appraisal
  • Become familiar with property tax law and how the City's real property tax system works
  • Learn to read and interpret real property tax maps, blueprints, and property transaction documents
  • Explore the City's land and building classification systems used for tax assessment
  • Work with journey-level appraisers to collect data on sales, leases and income
  • Assist with conducting on-site inspections of various land parcels and improvements across the island
  • Perform other related duties as assigned.

Special Work Requirements

  • Positions are temporary (limited-term) with the possibility of extension and may become permanent after:
  • Successfully completing the program; and,
  • Passing the State of Hawaii Certified Residential Appraisal (CRA) Exam to advance to Real Property Appraiser III
  • Passing the State of Hawaii Certified General Appraisal (CGA) to advance to Real Property Appraiser IV

Career Progression

A Real Property Appraiser I (SR-16) (RPA I) may progress up the career ladder, with satisfactory work experience, up to a RPA IV (SR-22). There may also be promotional opportunities above the RPA IV level.

Hiring Process

Education Requirement

Equivalent to graduation from an accredited four-year college or university with a major in real estate, business or public administration, economics, or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

For Example

  • Four years of professional work experience, in any occupation, may substitute for a general bachelor’s degree.
  • Four years of experience in the real property field (does not need to be professional level experience) as a Real Property Tax Clerk, GIS Cartographic Technician, Abstracting Assistant, and Title/Escrow services may substitute for a general bachelor's degree.

Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Valid appropriate driver's license (automobile/Type 3), prior to appointment.
