Job Description

The Position

In this position, you will utilize your expertise in appraising residential land and properties with one to four dwelling units for right-of-way acquisitions necessary for highway enhancements. Your role will be crucial in ensuring that appraisals reflect fair market value and provide just compensation for any damages, all while meeting strict deadlines. Description of Work

In this position, you will investigate courthouse records to identify ownership types, easements, and other recorded covenants, while also interpreting deed descriptions. You will assess the property in question and interview the owner to gather essential information that ensures the appraisal accurately reflects all relevant details, including fair market value, depreciation, liens, judgments, gas and mineral rights, and any damages. You will determine the best methods to establish values for the affected properties. Additionally, you will catalog properties, noting all improvements made by the owner since the initial purchase, and gather further information to support completed appraisal reports, supplemental housing evaluations, and retention needed, you will review and update previous appraisals to align with the date of the Declaration of Taking before the Board of View Hearing or Court Trial. You will also attend and provide testimony at Board of View Hearings or Court Trials regarding the appraisal and damage estimates, supplying claim settlement agents with the necessary information to address issues related to final appraisals or supplemental payments.

Work Schedule and Additional Information

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday – Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City.
  • Salary:In some cases, the starting salary may be non-negotiable.

Required Experience, Training & Eligibility

Qualifications

Special Requirements:

  • This position requires the possession of an active Pennsylvania Certified Residential Real Estate Appraiser certification.
  • This position requires possession of an active motor vehicle license.
  • This position must obtain an active Pennsylvania Certified General Real Estate Appraiser certification within 2 years of employment.
