Job Description

Purpose & Overview

Under general supervision of the City Assessor, the Property Appraiser performs technical work involving the mass-appraisal of all real-property and mobile homes in the City of Superior. This work involves field-inspection of properties as well as general office work involved in the assessment process. A person in this position acts with or without direct supervision and performs duties in accordance with State of Wisconsin regulations and statutes.

General Responsibilities

  • Performs field inspections of residential and commercial properties to verify dimensions, photograph and assess overall age, quality and condition of all improvements on the property.
  • Maintains property records, ensuring that the records are accurate and making any changes as needed.
  • Investigates outstanding building permits to determine level of completion and assess the project's influence on the value of the property, updating the property record to reflect any changes.
  • Confers with taxpayers and others to explain technical information in a relatable and easily understood manner and respond to general inquiries from the public and other city departments.
  • Appraises mobile homes located within mobile home communities. Maintains records relating to the value and sale of all mobile homes and prepares monthly community manager reports.
  • Works with Assessor, Assessment Technician, and Staff Assistant to complete assessment duties, prioritizing duties to meet deadlines.
  • Attends open-book and Board of Review meetings and may testify as an expert witness before the Board of Review to explain and defend appraised values.
  • Uses computer aided mass-appraisal system, spreadsheets and other software to aid in the assessment process.
  • Miscellaneous other work-related duties as required.

Knowledge

Working knowledge of:

  • Assessment laws, principles and procedures.
  • Appraisal/valuation methods.
  • Real estate values and construction costs.
  • Building construction practices, plans, and specifications.
  • The Wisconsin Property Assessment Manual.

Some knowledge of:

  • Mapping and legal descriptions.
  • Tools used for assessment or appraisal.
  • Computer-aided mass appraisal systems.
  • Microsoft Excel and other Microsoft Office systems.
  • Esri ArcMap software.

Skills

  • Perform duties with accuracy and attention to detail.
  • Interpret and apply regulations, policies, and procedures.
  • Read and understand construction blueprints and specifications.
  • Operate computer systems and learn new software programs.
  • Professionally and discreetly handle confidential information.

  • Exercise independent judgement in carrying out work assignments.
  • Make estimates absent concrete data about building information (i.e. age of a building).
  • Work outside in varied weather conditions.
  • Establish and maintain positive working relationships with colleagues and the public.

Requirements/Special Requirements

Requires

  • Must be certified by the Wisconsin Department of Revenue at or above level of Property Appraiser at the time of hire and maintain the certification.
  • Must pass a background investigation related to contact with the public in their homes, establishing assessed values and handling of cash prior to hire.
  • Drivers License Requirement: Must possess a valid driver's license or be able to provide a suitable form of transportation as approved by the supervisor.
  • Post Offer Medical Examination Requirement: Must pass the medical examination requirements established for the specified occupational grouping, and drug screen prior to hire.
