  • Implements and supervises the real estate data collection training process for sales, building permits, and annual maintenance requirements in the office and in the field; ensures physical characteristics of real estate properties are reviewed and listed correctly; reviews District Appraiser's work for quality control purposes; ensures that the required Annual Maintenance Review is planned and completed each year.
  • Assists with neighborhood analysis and delineation; performs land analyses and appropriate Computer Assisted Land Pricing (CALP) table structure or CALP table assignment.
  • Confirms that Construction Quality and Condition Desirability Utility (CDU) assignments are accurate and consistent.
  • Manages the tablet data collection process; makes recommendations to tablet change needs as they arise; ensures staff are proficient working with the tablets; assists with developing a quality control program for tablet work.
  • Ensures appropriate and consistent appraisal techniques and valuation methodologies are applied during the Final Review phase.
  • Provides training for informal and formal valuation hearings; ensures proper hearing file preparation; provides support for Appraisers and District Appraisers; reviews completed appeal decisions made by the hearing officers prior to processing.
  • Conducts informal, payment under protest hearings, and upper level hearings as needed; supports Real Estate Appraisers through the hearing process by training them how to properly prepare a file and conduct a hearing; reviews files and decision recommendations made by Appraisers; insures data in Orion system is accurate and reflects any changes noted as a result of the hearing process.
  • Supervises real estate appraisal staff; assists in performing performance reviews and informs the Deputy Appraiser and County Appraiser of performance, coaching needs, disciplinary, and training issues; makes recommendations regarding staff alignment; communicates office goals and implements division objectives; provides on-the-job and formal training; assists with the completion of goals and objectives; monitors production and report issues to the Deputy Appraiser and County Appraiser.
  • Implements, coordinates, and oversees the training program for the real estate appraisal staff; ensures staff have the tools and knowledge needed to perform tasks and appraisal related activities efficiently; evaluates staff performance and future training needs; works with the Real Estate Supervisor and Deputy Appraiser to implement changes to the data collection process as warranted.
  • This position will require working with various types of worksheets/reports and include extensive in field and office training on sales validation, building permits, and annual maintenance work.

This position is also responsible for the supervision and leadership of employees, which includes making employment-related decisions and/or recommendations, and formally evaluating performance.

Minimum Requirements:

Bachelor’s Degree in a related field and five years of increasingly related program experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as outlined above. At least four (4) years of mass appraisal experience; one year of supervisory experience preferred. Appraisal courses required: IAAO 101, 102, 210, 300, and USPAP. Kansas Division of Property Valuation courses Sales File Development, Agricultural Use Valuation, Orion Land Value Analysis, Model Specification & Calibration, KS Property Tax Law, USPAP, Residential Data Collection, and Index/ previous courses are required; however, an equivalent combination of education and experience sufficient to successfully perform the duties listed above will be considered. RES, CAE or RMA designation or the ability to obtain. Experience with valuation appeals and must be knowledgeable of Kansas Statutes relating to property user of Microsoft applications, Pictometry, Apex, ORION or equivalent applications preferred. Valid Kansas Driver’s License, Motor Vehicle Record check and current liability insurance required.
