Description

The Texas General Land Office is seeking a Appraiser within the Appraisal Services Department of the agency.

The Senior Appraiser Specialist performs highly advanced (senior-level) appraisal work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Employees at this level may be considered technical experts in the field and may: Implement new policies and procedures for appraisal processes. Analyze, develop, and implement schedules used to estimate market value. Analyze, develop, and apply adjustments to reflect changes in market value over time.

What Your Contributions to the GLO Will be:

  • Lead and support specialized appraisal assignments including the Fair Valuation Project and Insurance Project. Contribute to the development and implementation of methodologies for complex or non-standard property types. Provide strategic input on project planning and execution, ensuring deliverables meet established quality standards and applicable appraisal guidelines. Serve as backup for VLB Land appraisals as workload demands arise.
  • Maintain State Certification and increase professional skills through advanced appraisal training in a professional appraisal organization that is recognized by the Appraisal Foundation for continuing professional and personal mandatory training as promulgated by the General Land Office.
  • Adhere to agency policies for travel, timekeeping, and expense reporting. Travel as needed for appraisal coordination and fieldwork.

Serve as backup during staff shortages and support related program areas (e.g., due diligence, easement verification, timber theft investigations).

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree or higher from an accredited college or university with a degree in finance, real estate, or agricultural economics, or closely related field.
  • Certified General Appraiser license in good standing.
  • At least ten (10) years of experience in the real estate appraisal industry.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Preferred Qualifications:

  • Experience appraising state-owned or government-managed properties
  • Familiarity with appraisal processes related to public land, insurance valuation, or special project assignments
  • Experience with vacant land and farm & ranch valuation.
  • Member of the Appraisal Institute or American Society of Farm Management and Rural Appraisers
