Senior Appraiser
Accredited Minnesota Assessor, including income courses, required to list, value and classify property for ad valorem tax purposes, utilizing a CAMA program. Responsible for direction and training of other office staff. Field appraisal work, including quintile and new construction. Analyze market trends. Must provide reliable transportation. Assist in the county assessment program.
Responsibilities:
- Supervise staff in CAMA program.
- CAMA controller for Assessor office.
- Quintile viewing in employee’s jurisdiction including all residential, commercial, industrial, multi-family, agricultural and exempt properties.
- View, measure, grade, and value new construction-residential, commercial/industrial, multi-family, agricultural and exempt.
- Study and analyze sales properties and determine with County Assessor the assessment plan for the following year.
- Perform special appraisals for disputed properties, generally for Board of Review.
- Process property splits, combinations, and new plats.
- Verify homestead status.
- Thorough knowledge of the MN property tax laws and assessment programs.
- Maintain good public relations with county staff, taxpayers, and business professionals.
- Attend Local Boards of Review.
- Knowledge and utilization of CAMA and GIS Systems, land programs.
- Maintain appropriate level of education for licensure.
- Work closely with local assessors on new construction and changes in township values annually.
- Manages and directs the Department staff and the work activities of the employees in alignment with the vision and direction of the County.
- Provides effective supervision, training, and guidance for assigned personnel; is approachable; anticipates changes and manages challenges.
- Promotes teamwork and cooperation.
- Serves as a positive role model of successful performance and ethical conduct.
- Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
- Delegates responsibility and authority.
- Responsible for scheduling work assignments, tracking, and approving hours of work.
- Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
- Continually monitors results being achieved in assigned areas, providing the necessary tools, and coaching to create a cohesive team.
- Creates a working climate in which assigned personnel are motivated to develop their working knowledge, skills, and abilities, and demonstrates by personal example the desired standards of conduct and work performance.
- Other duties as assigned or apparent.
Education:
- Associate’s Degree; or 1 year post secondary education and a minimum of 5 years experience; or Equivalent combination of education/training/experience.
