Summary

This is an entry-level position in the Residential Assessment Department collecting and verifying data from residential real property for ad valorem appraisal purposes.

Duties and Responsibilities

The duties of the Residential Real Estate Field Appraiser I include but are not limited to the following:

  • Measure and draw improvements; record construction type, shape, condition, age, and other relevant data and notes; and classify improvements in accordance with the current office standard reference manual. Use office Computer-Assisted Mass Appraisal (CAMA) system and Geographic Information Technology (GIS) valuation tools to aid in this process.
  • Read blueprints or floor plans of residential homes to ascertain accurate measurements of improvements as needed.
  • Utilize digital imagery technology in partial fulfillment of the statutory requirements to inspect property once every five years.
  • With the assistance of a trainer, perform field inspections on residential properties. After the initial training, the appraiser will be required to accurately be able to identify improvements, measurements, structural elements, additions, alterations, or demolitions to existing buildings to existing or extra appraiser will also perform periodic inspections in compliance with Florida Statutes.
  • Investigate and respond to inquiries from property owners or their legal representatives to explain methods, procedures, and policies regarding the valuation of vacant or improved residential real estate parcels in Orange County, FL.
  • Assists with presentations to be made to the Value Adjustment Board (VAB) as needed.
  • Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) is preferred.
  • Performs minor safety and operational checks on assigned agency vehicles (i.e., gas level, safety devices, tire pressure check, etc.).
  • Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with office policy.
  • Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
  • Will be required to become an Emergency Responder for emergency damage assessment purposes.
  • Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency such as these may require after-hours or weekend duties.

Supervisory Responsibilities

This position does not have direct reports.

Skills and Qualifications

  • Years of experience: Experience working in real estate appraisal and/or residential construction is preferred.
  • Education: An associate degree from an accredited college or university, Administration, or related field preferred
  • Substitution: High School Diploma or possession of GED Certificate and two (2) years of work experience directly related to the position duties.
  • Computer skills required: Spreadsheet software (Excel); word processing software (Word); electronic mail software (Outlook); and presentation software (PowerPoint).
  • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
  • Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision
  • Experience working in real estate appraisal and/or residential construction is preferred.
  • Must have and maintain a valid Florida Driver's License and clean driving record.
  • Must be able to work in the field and tolerate the extremes of weather conditions common to Central Florida.
  • Must possess the personality and temperament necessary for working under stress in dealing with the public.
  • Render identifications and technical descriptions concerning structural features, construction methods, and quality of construction and incorporate into reports as necessary.
  • Language Skills: Bi-lingual in English and Spanish preferred; but not required.
