About Us
The Cumberland County Assessor’s Office is seeking a highly motivated Field Appraiser to join our team. This position plays an essential role in ensuring fair, accurate, and equitable property assessments throughout the county. We are looking for someone with strong attention to detail, excellent interpersonal skills, and the ability to work both independently and in a team environment.
Position Summary
The Field Appraiser performs administrative, technical, and fieldwork related to the appraisal and assessment of real property, commercial property, new construction, and greenbelt role ensures compliance with all state and local appraisal laws, guidelines, and timelines.
This position also works directly with property owners, taxpayers, realtors, attorneys, surveyors, local government offices, and various departments within the county. Work includes both office duties and outdoor fieldwork in various weather conditions.
Key Responsibilities
- Conduct field inspections, measure and list new construction, and assess commercial and industrial properties
- Review permits, plats, surveys, deeds, and other legal documents
- Calculate appraised values and maintain equalization of comparable properties
- Assist with greenbelt program management, rollbacks, and qualification reviews
- Prepare and process property splits, prorations, and ownership changes
- Testify at Board of Equalization hearings and assist with informal appeal reviews
- Research property records, resolve discrepancies, and identify mapping or appraisal errors
- Maintain detailed, accurate records for state audits and required reporting
- Communicate professionally with the public, county offices, businesses, and agencies
- Ensure compliance with state laws, local regulations, and appraisal standards
- Represent the department in meetings, trainings, and educational programs
- Assist the Assessor and Chief Deputy in departmental operations as needed
Required Qualifications
- High school diploma or GED required
- Thorough knowledge of Tennessee real and personal property assessment laws
- Strong understanding of greenbelt requirements and commercial valuation methods
- Proficiency in computers, data entry, mapping, and appraisal software
- Valid Tennessee Driver’s License and insurable driving record
- Ability and willingness to obtain Level III Tennessee Certified Assessor designation within 3 years (per state requirements)
- Strong customer-service skills and professionalism
- Ability to work outdoors and perform physical tasks such as walking, bending, climbing, and carrying equipment
Preferred Qualifications
- Coursework in accounting, business, appraisal, or related fields
- Experience with ASCS soil surveys, land grading, and agricultural property valuation
- Experience conducting commercial income-approach analysis
- Familiarity with GIS/mapping systems, survey review, and title research
Physical & Environmental Requirements
- Ability to exert up to 50 lbs occasionally
- Frequent walking, bending, kneeling, and navigating uneven terrain
- Comfortable working outdoors 25% of the time in varying weather conditions
- Strong visual acuity for reading fine detail, maps, and plans
Schedule
- Monday–Friday, full-time
- Some overtime or travel may be required during appeals, reappraisal cycles, or training
- Occasional overnight travel for certification courses
