Conservation Use Coordinator / Field Appraiser

JOB SUMMARY:

This position is responsible for administering and maintaining all Conservation Use covenants and assisting with fieldwork as part of the appraisal staff.

MAJOR DUTIES:

  • Receives Conservation Use applications from parcel owners; assists owners in completing applications and advises them of state conservation rules and regulations; notarizes applicant signatures; receives and processes application fees; develops soil codes for new applicant parcels; researches OCGA yearly for covenant statute amendments.
  • Researches qualifying use and parcel restrictions on applicant parcels; notifies property owners by mail of breaches in the conservation agreement due to change in ownership, use, zoning, etc.; assists new owners in continuing covenants to avoid breaches; researches obituaries to identify deceased property owners; files requests with the Tax Commissioner’s Office for the creation of breach penalty bills for properties in breach of agreement.
  • Prepares applications for presentation to the Board of Assessors for approval or denial; submits approved applications to Clerk of Superior Court for filing; notifies applicants by mail of application approval or denial.
  • Enters all conservation related data into CAMA software; scans covenant documentation and maintains covenant database for Board of Assessors and Department of Revenue; maintain covenant folders and purge outdated information; prepare all correspondence to taxpayers regarding covenant property.
  • Performs fieldwork, when available, as part of the appraisal staff.
  • Performs related duties and other miscellaneous office duties as necessary.

KNOWLEDGE REQUIRED BY THE POSITION:

· Knowledge of Conservation Use Value Assessment.

· Knowledge of department standard operating procedures.

· Knowledge of computers and job-related software programs.

· Skill in reading and interpreting maps and aerial photographs.

· Skill in maintaining accurate records.

· Skill in collecting and recording data.

· Skill in problem solving.

· Skill in performing basic mathematical calculations.

· Skill in prioritizing and planning.

· Skill in interpersonal relations.

· Skill in oral and written communication.

SUPERVISORY CONTROLS:

The Chief Appraiser or Deputy Chief Appraiser assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:

Guidelines include the Official Code of Georgia Annotated and department and county policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK:

  • The work consists of duties related to the administration of the conservation use value assessment program, and seasonal fieldwork as part of the appraisal team. The need for accuracy contributes to the complexity of the position.
  • The purpose of this position is to coordinate and maintain property records receiving conservation use assessment and assisting with the timely completion of seasonal fieldwork. Successful performance helps ensure the accuracy of property data.

  • Contacts are typically with coworkers, other county employees, attorneys, surveyors, vendors, and members of the general public.
  • Contacts are typically to give or exchange information, provide services and resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:

The work is typically performed while sitting at a desk or table or while standing or walking. The work is performed in an office and outside, at a desk or table while sitting or standing, or in a vehicle and may involve stooping, bending and reaching.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Ability to attend required training whenever necessary.
  • Possession of or ability to readily obtain a Notary Public Appointment.
