Position Information

The purpose of this classification is to appraise commercial real property to determine appropriate values for tax assessment purposes.

Essential Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Interprets and applies to state and local laws pertaining to property appraisal and assessment.

Conducts field reviews of large scale commercial real property; locates and identifies real property, referring to various maps, property indexes, directories and other documents; measures property size, shape, and square footage; calculates inaccessible areas of structures; collects and records data relating to number of rooms, type of construction, age, building materials, terrain, appearance, property, improvements, or other conditions effecting values; identifies various types of construction; draws sketches of structures; classifies each property and determines extent to which it is taxable; makes calculations and applies data to property appraisals of the largest and most complex properties. Apply theory of advanced income valuation. Conducts appraisals of complex properties demanding a high level of skill.

Perform complex analysis of market conditions for rental rates of various types of commercial property, current discount rates, and capitalization rates. Build income models for computer assisted mass appraisal system for various types of income producing commercial property.

Collects and organizes building permits used to locate and value properties; verifies accuracy of map and parcel numbers on permits; lists property data and submits permits for data entry.

Reviews various records and documentation in association with determining appraised values; collects, verifies, and applies data relative to land/property valuations, such as zoning, selling/asking prices, ownership, income, or building costs; researches public records of sales, leases, assessments, and other transactions; identifies other factors impacting value of existing properties, such as remodeling, new features, depreciation, changes in classification, zoning changes, or external forces such as noise, traffic, pollution, or other factors; takes such factors into consideration in determining appraised values; verifies comparable sales related to properties and makes appropriate adjustments.

Calculates fair market values and assessment values of real property based on the cost, market and income methods; calculates approximate amount of property taxes due; maintains equalization of comparative properties.

Provides information and assistance to property owners, builders, surveyors, realtors, or other individuals regarding appraisal data, appraised values, property lines, ownership records, appeal rights, and related information; explains assessment laws to taxpayers; responds to questions, complaints, and correspondence from the public; resolves issues involving angry/irate taxpayers; provides information, research problems, and initiates problem resolution.

Defends appraised values and valuation methods during appeals; conducts informal appeals to confirm validity of calculations and uniformity of property information; conducts re-appraisals and adjusts appraised values as appropriate; defends appraised values during Board of Equalization and Superior Court hearings as needed; maintains appropriate documentation and information to defend appraisals.

Conducts research of various sources; research legal records such as deeds, deeds of trust, leases, assessments, or other records; researches returned mail to identify status of taxpayers.

Reviews/interprets property record cards; compares data on cards with actual property in field; identifies discrepancies and makes corrections.

Prepares or completes various forms, reports, correspondence, property record cards, sales reports, improvement reports, land line reports, appeal reviews, sketches/diagrams, or other documents.

Receives various forms, reports, correspondence, building permits, property record cards, improvement reports, tax bills, tax return forms, assessment notices, property listings, sales reports, deeds, valuation guides, building cost manuals, appraisal guides, tax law books, map books, topographical maps, flood plain maps, zoning maps, aerial photographs, blueprints, architectural drawings, plats, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, e-mail, Internet, or other software programs.

Operates/utilizes a variety of equipment or tools associated with work activities, which may include a motor vehicle, blueprint/map copier, light table, copy machine, fax machine, calculator, camera, engineering scale, measuring instruments, or telephone.

Maintains file system of appraisal documentation and other departmental records.

Communicates with supervisor, employees, other departments, Board of Equalization, Board of Assessors, Hearing Officers, Board of Commissioners, property owners, taxpayers, realtors, attorneys, surveyors, tax consultants, the public, state agencies, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Assist in training other property appraisers and support staff.

Serves as an expert witness in a Superior Court hearing supporting commercial property values.

Assists senior staff during a Superior Court Settlement Conference supporting commercial property values.

Additional Functions This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, and filing documentation.

Provides assistance to other employees or departments as needed.

Minimum Qualifications Performs other related duties as required.

High school diploma or GED; supplemented by college level course work or vocational training in real property appraisal and property assessment; supplemented by eight ( 8 ) years previous experience and/or training that includes real property appraisal, property assessment, construction cost estimation, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Georgia Appraiser I, Appraiser II, certification and possess or obtain the Appraiser III certification within one year of employment. Must possess and maintain a valid Georgia driver’s license.

Benefits Provided By Forsyth County To Full-time Employees Personal Leave Accrual Personal Leave Shall Be Accrued As Follows 0 - 4 Years - 20 days per year - 6.16 hours per pay period

5 - 14 Years - 25 days per year - 7.70 hours per pay period

15+Years - 30 days per year - 9.24 hours per pay period

Observed Holidays New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (2), and Christmas (2).

Medical Insurance The Forsyth County Board of Commissioners offers employees a choice of two medical plans offered by Aetna and a plan offered by Kaiser Permanente.

Dental Insurance The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:

  • Base $1,000 Plan
  • Buy-Up $1,500 Plan

Vision Insurance The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts.

Basic Life & AD&D Insurance The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit.

Disability Insurance – Short Term and Long Term 100% paid by Forsyth County. Eligibility begins date of hire.

Short Term Disability – 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks.

Long Term Disability – 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation).

Additional Life Insurance And AD&D Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children.

Retirement Plan (401K) Fully vested at five years of employment – 20% graduated vesting annually. Eligible to begin contributions immediately upon hire.

Six Months through One Year of County Service Forsyth County matches your contributions, dollar for dollar, up to 5% of your pay. That’s a 100% return on the first 5% of pay you save.

Years One through Five Forsyth County “seeds” your account with 5% of your pay each year, and matches 100% of what you contribute, up to 5% of your pay.

Years 5 through 10 The County continues its automatic “seed” contribution of 5% of pay, matches up to the first 5% of pay that you contribute, then adds a 50% match up to the next 5%.

After 10 Years of Service You continue to receive a 100% County match on the first 5% of pay you contribute, and 50% on the next 5% of pay you save. But now, the automatic contribution the County makes to “seed” your account each year increases to 7.5% of your pay.
