POSITION SUMMARY:
The Commercial Appraiser performs a variety of analytical and technical duties to ensure the accuracy and consistency of department records and activities. Primary tasks are to evaluate and inspect commercial properties for tax assessment purposes, conduct analysis of market data and prepare valuation reports and respond to property owner inquiries. Requires ability to perform tasks in the field and in the office and to operate a motor vehicle.
In the event of a local emergency due to an actual or threatened disaster, County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Performs field inspector tasks for commercial properties, beginning with building permit to finished data input to department database.
- Performs all duties of the role in appraising commercial properties using cost, market and income approaches to value.
- Performs data analyst duties to create models for commercial appraisal to value commercial property.
- Develops worksheets for taxable possessory interest from leases.
- Corresponds with State of Colorado to adjust values on private property for state leases.
- Handles commercial protests, responses to inquiries from taxpayers and other parties; explains and reviews appraisal, valuation; resolves issues and questions.
- Responsible for passing audit on commercial properties, possessory interest and state leases.
- Commitment to attend various education classes and seminars to maintain data analysis expertise and maintain current appraisal licensure.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Utilize knowledge to inspect commercial properties, including measuring structures, collecting data on property characteristics, sales and market trends.
- Ability to apply various appraisal methods, including sales comparison, cost, and other methods.
- Ability to analyze market data.
- Ability to interpret maps and blueprints.
- Ability to prepare detailed appraisal reports, document valuation methods, data sources, and conclusions.
- Ability to maintain accurate and complete appraisal property records.
- Strong interpersonal skills to communicate with property owners and the public.
- Demonstrate effective communication skills, orally and in writing.
- Ability to build rapport and maintain effective working relationships with others, including employees, property owners, the public, and stakeholders.
- Strong mathematical and statistical skills.
- Ability to troubleshoot and apply strong, complex problem-solving skills.
- Ability to work independently and collaboratively with internal teams and with stakeholders with considerable travel requirements.
- Ability to apply effective time management and attention to detail skills.
- Ability to operate a smartphone, including notetaking and camera features.
- Ability to operate typical office equipment, including computer, tablet, keyboard, copier, and fax.
- Ability to operate field equipment, including a tape measure and photographic equipment.
- Ability to quickly learn or have proficiency with appraisal software, GIS maps, Google Workspace, Microsoft Office, and other relevant technology.
MINIMUM EDUCATION AND EXPERIENCE:
- High school diploma.
- 4 years of experience in an Assessor’s office.
- Ad Valorem Appraisal license or higher.
- Valid Driver’s License with an acceptable motor vehicle record.
PREFERRED EDUCATION AND EXPERIENCE:
- Associate’s degree.
PHYSICAL REQUIREMENTS:
- Ability to travel by foot and motor vehicle, including in variable weather conditions.
- Ability to perform tasks both in an office setting and in the field.
- Ability to walk, stand and sit for extended periods.
- Ability to navigate uneven, slippery surfaces, rough terrain, construction sites, stairs, ladders and confined spaces.
- Ability to lift, carry, push, and pull burdens up to 40 lbs.
- Ability to operate and handle office equipment, hand tools, and similar tools and materials.
- Ability to perform activities involving stooping, kneeling/bending, crouching, twisting, and reaching on a moderate basis.
- Ability to participate in routine conversation in person or via telephone, and distinguish between telephones, printers, computers, and other auditory devices tones.
- Ability to distinguish small objects at close and distant ranges in both bright and low light. Ability to perceive depth and see objects across a wide field of view.
- Ability to operate a motor vehicle.
ENVIRONMENTAL CONDITIONS:
The position’s duties are performed indoors in an office environment and outdoors in variable weather conditions and noise levels. The employee may be exposed to noise, mechanical and electrical hazards, and other related hazards associated with an office environment.
