Job Summary

This position is responsible for directing and participating in the appraisal of real estate for tax purposes.

Major Duties

  • Supervises the day-to-day activities of the Real Estate Appraisal Department; plans and implements the county-wide reappraisal.
  • Gathers and analyzes data for quality control purposes; creates reports/spreadsheets as needed.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Collects and analyzes construction costs, sales information, and income studies to create a schedule of values; visits and evaluates county land parcels; verifies accuracy of photographs, addresses, and GPS footprints.
  • Measures, values, photographs, and enters data for new construction; processes splits and combines while calculating new land values.
  • Analyzes cost studies and sales information to establish market values for residential and commercial properties.
  • Assists the general public in person, over the phone, and through email.
  • Prepares appraisals and supporting information to justify values in case of appeals.
  • Supervises audits of the Present-Use Value program annually.
  • Conducts a data quality check for the North Carolina Department of Revenue by organizing and visiting a random sample of properties to verify the accuracy of the data.
  • Assists in the development of the annual budget.
  • Notifies property owners of value changes.
  • Monitors and implements changes in relative legislation.
  • Responds to major disaster to provide damage assessments.
  • Performs related duties.

Knowledge Required by the Position

  • Knowledge of the three approaches to value, measurements of assessment quality, and the reappraisal process.
  • Knowledge of residential, commercial, and vacant land appraisal processes.
  • Knowledge of the North Carolina Machinery Act.
  • Knowledge of Geographic Information System (GIS) principles and practices.
  • Knowledge of relevant local, state, and federal laws.
  • Knowledge of customer service principles and practices.
  • Knowledge of computers and job-related software programs.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the measurement of land and buildings.
  • Skill in the preparation of clear and precise reports.
  • Skill in the training and supervision of personnel.
  • Skill in oral and written communication.

Supervisory Controls

The Tax Administrator assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

Guidelines

Guidelines include the North Carolina Machinery Act, the Schedule of Values, zoning laws and regulations, local ordinances, OSHA guidelines, USPAP standards, North Carolina Department of Revenue guidelines, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Complexity/Scope of Work

  • The work consists of varied supervisory and property appraisal duties. The unique nature of each property contributes to the complexity of the position.
  • The purpose of this position is to supervise and participate in the appraisal of property. Successful performance helps ensure the fair and accurate valuation and taxation of property.

Contacts

  • Contacts are typically with coworkers, other county staff, elected and appointed officials, attorneys, realtors, contractors, vendors, court officials, tax appeal representatives, farmers, business owners, representatives of the NC Department of Revenue, and the general public.
  • Contacts are typically to exchange information, negotiate matters, resolve problems, provide services, motivate or influence persons, or to justify or settle matters.

Physical Demands/ Work Environment

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, and machinery with moving parts. Work occasionally requires the use of protective devices such as masks, goggles, gloves, etc.

Supervisory and Management Responsibility

This position has direct supervision over Real Property Appraiser III, Real Property Appraiser II, Real Property Appraiser I, Real Property Specialist II, and Real Property Specialist I.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years’ experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Ability to obtain certification by the North Carolina Department of Revenue as a Certified Appraiser.
