Appraiser Technician

Employment Status: Full-Time

FLSA Status: Non-Exempt

Experience Required: Experience working in an Assessing Department or as a Property Appraiser preferred.

Minimum Education Requirements: High School Diploma/GED and additional assessing coursework

Certification/licensing: A valid driver's license and possession of a Michigan Certified Assessing Technician (MCAT) Certification by the State Tax Commission (STC)

Direct Supervisor: Assignments are performed under the close direction of the Appraiser III responsible for preparing residential appraisals according to statutory guidelines and in accordance with the laws, rules, and regulations of the Michigan State Tax Commission (STC). This employee performs duties with supervision according to established procedures and techniques. The work is usually monitored through its ongoing progress and periodic supervisor work reviews.

Supervisory Responsibility: No

Physical Requirements: Good vision, hearing, speech, and physical mobility

Job Summary

To perform a variety of more specialized office and record-keeping work; to compile and review all property transactions and to administer the local Property Transfer Affidavit (PTA) and Principal Residence Exemption (PRE) programs. To explain appraisal procedures to the public and to interview purchasers to verify residential sales terms and property characteristics. To assist in the organization of assessing files and computer records ensuring that appraisers may efficiently perform their essential duties and functions. To help compute residential appraisals and, if needed, to assist the senior appraisers with their fieldwork and related appraisal duties.

Essential Job Functions

An employee in this position may be called upon to perform any or all of the following essential duties:

  • Enter information from Property Transfer Affidavit (PTA) forms and update sales and ownership information in the Assessing Department's computer appraisal system.
  • Review Principal Residence Exemption (PRE) forms, research exemption status issues and update PRE information in the Assessing Department's computer appraisal system
  • Download, scan and attach property transfer deeds from the Macomb County website and update sales and ownership information in the computer appraisal system.
  • Update taxable value change reports based on PRE and other information received.
  • Answer questions from the public concerning the assessment process, interview the public about residential property transfers and update assessment records as required.
  • Perform a significant number of clerical processes in the Assessing Department including document filing and scanning, purchasing of supplies and processing accounts payable.
  • May assist the more experienced appraisers in a variety of tasks relating to the appraisal of either residential, commercial, industrial and personal property classes.
  • Answer phone inquires
  • Prepare department invoices for accounts payable.
  • Assist in the administration of the March, July and December Boards of Review (BOR).
  • Perform related work as required.
