Under the supervision of the Tax Equalization Director, the Deputy Tax Director collects and analyzes data to appraise residential, commercial, and agricultural properties within the County. This position conducts field investigations and market studies to determine, support, and defend accurate, fair, and equitable property values in compliance with statutory requirements and established deadlines.
Education, Certification, and Licensure
This position requires vocational or technical training in accounting, finance, economics, construction management, business administration, or a related field, or a minimum of two years of directly related experience demonstrating knowledge of real property values and property tax assessment principles and practices. Proficiency in keyboarding, personal computer use, and basic grammar and spelling is required. The employee must possess or be able to obtain a valid State of North Dakota Class I Assessor Certification within two years of hire and maintain a valid driver’s license.
Essential Functions – Physical Demands and Work Environment
Essential duties are performed both indoors (approximately 60%) within the County Courthouse and outdoors (approximately 40%) during property site inspections. The position requires frequent standing and walking while in the field, along with the ability to stoop, crouch, bend, climb stairs, and navigate uneven or inclined surfaces in varying weather conditions. Work may involve exposure to dirt, dust, and inclement employee must use sustained eye, hand, and finger coordination to operate computers, office equipment, and appraisal tools, including measuring devices and sketching are primarily performed independently, with occasional collaboration as part of a small team. The role requires occasional travel between properties using a vehicle and the ability to lift, carry, push, or pull items weighing up to 10 pounds. Visual and auditory abilities are necessary for data entry, inspections, communication, and the use of appraisal and office equipment.
This position supports the Tax Director in administering departmental responsibilities in accordance with North Dakota Century Code. The role involves researching, analyzing, and processing data from multiple sources; preparing reports for government officials and public entities; and maintaining accurate records related to property sales, deed transfers, and building permits. Key responsibilities include valuing and classifying real property in an accurate, ethical, and defensible manner; performing residential and commercial appraisals using professional techniques, appraisal software, and GIS; inspecting properties and documenting structural features, condition, and depreciation; and tracking new construction through all phases to ensure timely assessment position also assists with form and manual development, implementation of new legislation, preparation for Boards of Equalization and appeals, review of exempt properties, interpretation of cadastral maps, analysis of cost and market trends, and development of timelines for ongoing and future appraisal projects.
