Job Summary
The responsibilities of this classification include performing appraisals of new and/or existing residential, commercial and light industrial real property; determine the fair market value for ad valorem tax purposes using a variety of market and statistical information; perform field inspections of commercial and residential properties, new and existing structures and land establishing value for assessment of property taxes; accumulate, assimilate and analyze data to determine fair market value; communicate with public to explain procedures and answer questions; and to perform related duties as assigned.
Scope of Responsibilities
Responsible for determining the fair market value of commercial or residential land and improvements and is held accountable for values developed within accepted accuracy standards. The commercial/residential appraiser must utilize individual judgment to analyze and determine the “highest and best use” of commercial and residential property. An individual assigned to this classification is a deputy of the County Assessor acting on the Assessor’s official behalf. As such, the appraiser assumes certain legal, professional and ethical responsibilities not common to other County positions. In addition to commercial/residential appraisal work, this position will be assigned to perform field inspections of new and existing structures and land.
Essential Functions
- Collecting and recording real property valuation data
- Physical inspection of properties in the field
- Analize data and make appraisals
- Provide competent and supportable valuations of residential and commercial properties utilizing the cost, sales, and income approaches to value.
- Assist citizens with questions regarding the appraisal process, market trends and general information on property tax laws
- Explain and defend appraisals to citizens, Asotin County Board of Equalization and the Washington State Board of Tax Appeals, using supporting data and documentary evidence.
- Provide technical support to the Assessor for processes required for reporting, levy calculations, maintenance of the Tax Code Areas, validation/invalidation of sales and other duties.
- Provide training and assistance to Assessor and other office staff regarding functionality of the software system.

- Assists in setting farm values for the Open Space Program

Education and Experience:
- Five years of demonstrated experience in residential appraisal, and experience performing commercial and residential appraisal within an assessor’s office setting and/or general appraisal licensing.
- Valid Driver’s License.
- Background Check: Must have an acceptable background record; and
- Driving Abstract: Must have an acceptable driving record.
- Be in possession of or have the ability to obtain the following within 12 months of initial hire date
- Appraiser Accreditation issued by Washington State Department of Revenue
- Complete and pass IAAO course 101 or equivalent
- Complete and pass IAAO course 102 or equivalent
- Pass the Uniform Standards of Professional Appraisal Practice within the first three years if not already completed
