Department Information

This position is only open to Colorado state residents. New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year. Employment/appointment in this position is contingent upon continued funding and available work. Appointment to the position is expected to continue through February 24, 2029. The position will be abolished and the employee separated from CDOT when funding ceases.

The employee in this position may apply for other similar positions when they near the ending of this project in 2029.

Description Of Job

About the Work Unit

This position is in CDOT's Region 4 Right-of-Way (ROW) Unit located out of Greeley. CDOT's Region 4 covers northeastern Colorado. The ROW Unit surveys, appraises, acquires, and manages real estate for the development and maintenance of the state transportation system.

About The Position

The Appraiser I position provides condemnation appraisal services for real property interests being acquired for transportation projects, applying applicable State and Federal laws. This position will perform appraisals, appraisal reviews with guidance form a senior level appraiser, cost estimates, secure contracted fee appraisal services, and providing advisory services to project teams, management, and legal associates.

Your duties and responsibilities will include, but are not limited to, the following:

  • Possess the knowledge and skills to independently produce a narrative format, eminent domain appraisal of low to medium complexity which satisfies all regulatory requirements (CDOT, USPAP, FHWA etc.);
  • Identify the scope and resources necessary to complete a specific eminent domain appraisal assignment;
  • Complete a thorough subject property inspection with the accompaniment of the property owner;
  • Research the local and regional market for sales, rents, listings, market trends and influences;
  • Confirm with buyer or seller all sales transactions intended to be used in the appraisal;
  • Develop a credible highest and best use analysis consistent with the (low to medium) complexity of the assignment with separate analyses (before/after) partial takes;
  • Analyze data collected and develop a well-supported and credible valuation analysis using the sales comparison, cost and income approaches with reconciliation to a final value conclusion;
  • Describe with clarity and well-reasoned skill the appraisal process above using CDOT narrative appraisal template formatting and having the work product accepted by the CDOT appraisal reviewer;
  • Prepare or support others in preparing Waiver Valuations;
  • Review and evaluate Right-of-Way (ROW) and construction plans for understanding with project team members; inspect the project with project team;
  • Participate in establishing critical dates and required time for completion of appraisals. Participate in establishing the quantity and complexity of appraisals required;
  • Gather all project and property documentation necessary to determine the scope of individual appraisals;
  • Participate in determining appraisal staff and/or contract appraiser resources necessary to complete the required appraisals/appraisal reviews;
  • Process guidance from senior level appraisers -perform a detailed review, compliant with all regulatory requirements of appraisals being considered for basis of a fair market value determination and estimate of just compensation for CDOT acquisitions and Local Public Agencies using federal funds;
  • Document the review on standardized CDOT forms and decide if the reviewed appraisal is not accepted, accepted, or accepted/recommended;
  • Provide comparative feedback to acquisition agents as to the merits of the recommended appraisal when two or more appraisals are reviewed for the same property;
  • Decide the most appropriate procurement method (statistical PO, documented quote, Solicitation on BIDS) to engage contract appraisers while considering the number of appraisals needed, the schedule, and the complexity of the assignment;
  • Participate in completing all necessary assignment scope, SAP procurement input, and securing appropriate approvals;
  • Participate in providing factual analysis of merits and weaknesses regarding CDOT and owner appraisals and other expert witness materials to the attorney general representing CDOT in preparation for mediations, depositions, and valuation trials;
  • Other job duties as assigned.

Work Environment

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • Approximately 10% spent in the field, 90% spent in the office
  • Travel required throughout northeastern Colorado for property acquisitions to physically view the property for valuation purposes, review property comparables required for completion of the final appraisals
  • Required to operate CDOT vehicles

Minimum Qualifications

Current, valid licensure as a Certified General Appraiser from the Colorado Real Estate Appraiser Program.

Conditions of Employment

  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

The Exceptional Applicant will be a Certified General Appraiser with proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;

  • Proficiency in eminent domain appraisal procedures and practices;
  • Private and public sector appraisal experience;
  • Experience using established appraisal data resources;

  • Skill and ability to negotiate to find mutually acceptable solutions, building consensus through give and take;
  • Ability to partner with other CDOT stakeholders and staff, public and private agencies, professionals, consultants, special interest groups, elected and appointed officials, and vendors with sensitivity to their needs and priorities and in situations which may be politically sensitive;
  • Strong time management, project management, and work scheduling skills;
  • Excellent reasoning, analytical, and problem-solving ability;
  • Excellent interpersonal and relationship-building skills;
  • Excellent customer service skills;
  • Strong attention to detail and accuracy;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Strong ability to take initiative to solve problems in an innovative manner;
  • Ability to work effectively in both independent and team situations;
  • Fluency in Microsoft Office Suite, Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
