Job Description

General Definition of Work

Performs work appraising agricultural, residential, seasonal, exempt and personal property to establish accurate market valuations and determine appropriate tax include analyzing property data, classifying properties, conducting field inspections, monitoring market trends, and defending property assessments as needed. This role ensures compliance with relevant laws and regulations while maintaining equitable and consistent property valuations across assigned areas. Work is performed under the supervision of the County Assessor.

Essential Functions

  • Appraises agricultural, residential, seasonal, exempt and personal property to establish market valuations and determine property tax classifications.
  • Physically inspects and measures all buildings, determines size and condition, takes photographs of existing and new real estate and construction and properties being remodeled, and enters all information into the computer for calculation by the Computer Assisted Mass Appraisal (CAMA) software.
  • Reviews assessment complaints from the public and governing officials and provides tax estimates upon inquiry; meets with taxpayers to provide information or solicit feedback.
  • Reviews and interprets building plans to then physically inspect and measure.
  • Prepares and defends assessments and represents the Assessor at local and county boards of appeal and equalization.
  • Studies sales report from previous year; compiles statistical data and identifies trends.
  • Conducts and participates in informational meetings offered to local boards and the public to address annual assessment and law changes.
  • Reviews aerial maps using different coverages to identify, compare, measure, and review properties.
  • Performs other duties as assigned or apparent.

Minimum Qualifications

High School diploma or GED and minimal experience in real estate, construction, or other appraisal field, in local government, or equivalent combination of education and experience. Must possess and maintain a valid driver's license.

Special Qualifications

Obtain Minnesota State Board of Assessors Certified Minnesota Assessor License (CMA) within two years of hire.

Working Conditions

Physical Requirements and Activity This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms.

Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.

Sensory Utilization Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.

Environmental Conditions Work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
