Job Description:

JOB SUMMARY

  • Responsible to measure, list and appraise Residential, Farm, Farm related real estate according to current County mass appraisal methodology in a subset of townships, boroughs and City wards for local property tax purposes.

ESSENTIAL JOB FUNCTIONS

  • Measure, list and perform all data collection duties for Residential, Farm and Farm related properties according to current County procedures for assessment purposes, which includes a periodic visit to all building permit sites and many sales sites in a subset of municipalities within the County.
  • Grade, depreciate and evaluate real estate applying various mass appraisal techniques in order to render fair, uniform, and accurate assessments within a set of parameters according to existing County assessment procedures.
  • Learn and execute computer software functions as necessary, including the use of a digital camera, laptop computer and any other computer interface devices.
  • Plan route and travel County roads in order to locate properties with outstanding building permits or recent sales for data collection or verification purposes.
  • Learn Pennsylvania appraisal and assessment practices and procedures in order to pass the Certified Pennsylvania Evaluator (CPE) exam, to qualify for long-term employment (County sponsored training.).
  • Assist the Board of Appeal members by providing information needed during the appeals process.
  • Assist in all phases of preparation, research, analysis and value review processes required to implement in-house countywide reassessment cycles. Once applicant becomes certified, continued education training is required to maintain an active license.
  • Applicant should be prepared to attend one or two conferences a year within the state of Pennsylvania, which will result in overnight stays.

MINIMUM QUALIFICATIONS

  • High School Diploma or Equivalency with two (2) years of relevant experience in real estate, computer assisted mass appraisal or a business-related field, or any equivalent combination of relevant education, training, and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Computer literacy
  • Math and statistics literacy
  • Map reading ability
  • Demonstrated inter-personal/communication skills.
  • Knowledge and understanding of measuring tools.
  • Requires use of personal vehicle with mileage reimbursement.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • A Certified Pennsylvania Evaluator License, or the ability to acquire within three (3) years.
  • Valid driver's license and acceptable driver history in accordance with County policy.
  • Must pass pre-employment drug screening test.
  • Must pass pre-employment criminal background check.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Must be able to traverse properties with different types of topography to inspect all areas of the property and exterior of homes and outbuildings.
  • Prolonged periods of sitting and driving in a vehicle.
  • Prolonged periods of sitting at a desk and working at a computer.
  • Extended periods of exposure to the elements.
